As many members will be aware, INCA has been working with members and others, and with the expert support of GOS Consulting, since late 2022 to develop a coordinated response to the so-called 'Equinox 2' proposals from BT/Openreach. On Feb 3 Ofcom launched a consultation about the proposals along with a preliminary conclusion statement.
INCA submitted the following documents to Ofcom as part of our pre-consultation intervention, with the aim of influencing their preliminary conclusion:
- A critique of the fibre costing model that underpins Ofcom's methodology
- A submission focusing on the pricing levels set out in Equinox 2
- A review of the proposed failsafe mechanism outlined in Equinox 2
- A submission on the impact on Area 3 of the Equinox 2 proposals

INCA, working in partnership with a group of member Altnets plus Zzoomm (not currently an INCA member organisation), and in close consultation with CityFibre and VM02 has submitted the following response to Ofcom's consultation:
