Ofcom’s Telecommunications Access Review (TAR) is the most consequential piece of UK telecoms regulation for the next regulatory period — and INCA is engaging actively on behalf of the independent networks community.
The review will set the framework for wholesale access, market definitions, and remedies through to 2031. For INCA members, the questions on the table are existential: how Openreach’s pricing and product terms are constrained; whether the altnet sector continues to enjoy the regulatory headroom that built it; and how Ofcom treats overbuild, switching, and migration in a maturing market.
INCA’s submission focuses on three priorities:
- A level playing field — wholesale terms that do not penalise smaller networks or favour the incumbent’s scale
- Migration and switching — clear, enforceable rules so customers can move freely between providers without legacy lock-in
- Investment certainty — a regulatory framework that supports continued altnet investment rather than encouraging exit
