INCA Infrastructure Sharing Framework
Code of Practice Registration
Register your company to participate in INCA’s Infrastructure Sharing Framework. By registering, you gain access to the framework, the agreed commercial and technical standards, and the network of participating operators.
What you are committing to
Participation in the Infrastructure Sharing Framework is voluntary. By registering, your company commits to the following principles under the Code of Practice:
- Making infrastructure assets — duct, pole and dark fibre capacity — visible to other framework participants on request, subject to confidentiality protections.
- Engaging in good faith in infrastructure sharing discussions, using the agreed commercial and technical standards developed by the sector.
- Maintaining the confidentiality of commercially sensitive information shared through the framework, including capacity figures, pricing discussions and network maps.
- Responding to infrastructure access enquiries from other participants within the agreed SLA timeframes.
- Complying with competition law at all times. The framework does not permit the sharing of retail pricing, customer data, market allocation or strategic intent.
- Notifying INCA if your company withdraws from the framework or is no longer able to meet these commitments.
Service level agreements: Detailed SLA timelines and escalation procedures are set out in the Infrastructure Sharing Framework Agreement, which will be shared with registered participants. These commitments represent the framework’s core principles; the SLAs specify the operational detail.
